SvitloDIM: up to UAH 300,000 for backup power in apartment buildings

The Ministry for Development of Communities and Territories of Ukraine, in partnership with the Diia platform, has launched the SvitloDIM state programme. Funded directly from the state budget, the initiative provides financial compensation to residential multi-apartment buildings to establish backup power sources during electrical grid disruptions.

Grants range from UAH 100,000 to UAH 300,000 depending on the building’s floor count and technical characteristics. Submissions are processed on an ongoing basis throughout the declared energy emergency period, with approved funds distributed within 48 hours of decision confirmation.

What is funded

The grant call finances technical solutions aimed at securing essential utilities in multi-apartment buildings, including heating, water pumping, communal lighting, and communications. Eligible procurement includes petrol, diesel, and gas electrical generators.

The mechanism also funds alternative energy storage and generation equipment. Applicants may purchase solar panels, inverters, standalone storage batteries, and high-voltage battery management units.

Who can apply

Eligible applicants include condominium co-owners associations (OSBB), housing and construction cooperatives, servicing housing cooperatives, and professional building managers. The property’s organizational ownership structure does not restrict eligibility, provided official legal status is maintained.

Geographic eligibility is currently limited to buildings located in the city of Kyiv, the city of Kharkiv, Kyiv Oblast, and Kharkiv Oblast. Selection prioritizes residential properties demonstrating verifiable critical power requirements.

Funding tiers and technical conditions

Funding amounts correlate strictly with the building’s verified technical parameters. Buildings up to 6 storeys are eligible for UAH 100,000, properties with 7 to 16 storeys can access UAH 200,000, and high-rise buildings of 17 storeys and above qualify for UAH 300,000.

The top compensation bracket of UAH 300,000 is also open to buildings with 4 to 16 storeys that possess three or more entrances. Buildings operating attached, built-in, or rooftop gas boiler rooms can also receive up to UAH 300,000, provided they supply an active PSO contract with NJSC Naftogaz.

Application procedure and compliance rules

Submissions are completed electronically by the authorized manager or OSBB representative, requiring property identification, EDRPOU code, IBAN details, and supporting documentation. Verification requires an official technical passport or municipal certificate confirming the floor count, entrance count, and official address.

Practical tip. Confirm that your management statute explicitly authorizes applying for state aid programs and that co-owner assembly approval is properly documented before submission. Applications frequently face rejection when technical passport addresses do not match current administrative registers or when building managers fail to attach an active property management agreement.

Following approval, funds arrive in the designated bank account within 48 hours. Recipients are required to submit a short report on the acquired equipment via the Diia application within 30 working days of purchase.
