Training voucher of up to UAH 33,280: the state pays for a new profession

The State Employment Service of Ukraine provides state-funded training vouchers to support individuals seeking new career qualifications or professional development. The initiative covers tuition costs up to UAH 33,280 for selected training paths, assisting participants in entering the labour market with in-demand skills.

Applications are accepted on an ongoing basis without an established closing deadline. The state finances the training up to the maximum established limit, with any excess tuition costs covered independently by the beneficiary.

What is funded

The voucher covers vocational training, retraining, or qualification improvement programs. Funding applies exclusively to professions and specialties included in the approved list published by the State Employment Service.

The state subsidy provides up to UAH 33,280 toward educational fees. If the total cost of the selected training course exceeds this maximum threshold, the applicant is responsible for paying the remaining balance directly.

Who can apply

Assistance is available to individual Ukrainian citizens who belong to specific eligible target groups. The program aims to facilitate economic integration and professional adaptation for vulnerable or transition-stage demographics.

Eligible categories explicitly include military veterans, internally displaced persons, people with disabilities, and individuals over 45 years of age. Applicants outside these defined groups are not listed as eligible under this initiative.

Conditions and requirements

Applicants are required to select their target specialty from the list of professions approved by the employment authority. Furthermore, the chosen training provider must be included in the official directory of accredited educational institutions published by the service.

This allows you to confirm that the course qualifies for the program and calculate any personal co-financing required if tuition exceeds UAH 33,280.

How to apply

Prospective participants must apply through an online submission form available on the State Employment Service website. Submissions are accepted continuously throughout the year.

The designated review period for applications is up to 3 working days from submission. Candidates can also access the full register of participating educational institutions directly on the agency’s official platform.
