Which instruments for financing solar plants, storage and generators are actually available to homeowner associations and businesses in Ukraine in October 2026: a loan with 70% reimbursement for associations, SvitloDIM, the paused GreenDIM, the 0% Energy Loan, 5-7-9 loans and EBRD grants. A timeline of the year, three calculations and typical reasons for refusal.

At the start of 2026 the Ukrainian state and donors offered apartment buildings and businesses an arrangement unusual for Ukraine: a grant for a solar plant, a storage unit or a generator could be combined with a concessional loan for the same equipment. By autumn that arrangement had changed. The GreenDIM grant programme used up its budget in six weeks and has not accepted new applications since 4 April, while the non-repayable component moved inside credit instruments: the state reimburses homeowner associations up to 70% of loan principal, and the EBRD and the EU return 10–30% of investment cost to businesses after installation.
This article examines which instruments for financing energy independence are actually available to homeowner associations and businesses in October 2026, what each route costs and what earlier rounds show. Key findings
- The question “grant or loan” has lost its original meaning in 2026: for both homeowner associations and businesses, non-repayable money mostly comes together with a loan rather than instead of one.
- For homeowner associations the operating state instrument is a National Development Institution loan of up to UAH 3 million with 70% of principal reimbursed for a solar plant or heat pump and 50% for a generator. The rate depends on the term: 0% up to one year, 5% up to two, 7% up to three.
- GreenDIM (up to 70% of equipment cost, non-repayable) has been paused since 4 April 2026; EnergoDim has been suspended since 22 April. No restart dates have been announced.
- SvitloDIM provides UAH 100,000–300,000 for backup power, but it operates in a limited set of regions, and more than UAH 700 million of its UAH 800 million budget has been allocated.
- For business there is no direct grant for solar generation. What is available is the 0% Energy Loan of up to UAH 10 million for generating units, the 5-7-9 energy line of up to UAH 250 million, and loans from EBRD partner banks with 10–30% reimbursed.
- The main risk in every programme is not refusal but budget exhaustion: decisions should be based on the terms in force on the application date.
Timeline of 2026
Terms changed almost monthly, and each date altered the economics of a typical project.
- 28 January. The SvitloDIM programme launched: UAH 100,000–300,000 for autonomous power supply in apartment buildings, applied for through Diia. On the same day the government raised the 5-7-9 energy limit from UAH 150 million to UAH 250 million and added cogeneration.
- 2 February. The 0% Energy Loan for business became available: up to UAH 10 million for up to 3 years, for generating units only.
- 18 February. The Energy Efficiency Fund reopened GreenDIM after a pause since March 2025: mandatory energy certification was dropped, energy storage units and generators were added, and ceilings were raised.
- 19 February. The government announced that a Fund grant could be combined with a concessional loan for homeowner associations and housing co-operatives for the same equipment.
- 2 April. A further UAH 629.7 million was added to the Energy Efficiency Fund’s capital for all its programmes.
- 4 April. GreenDIM stopped accepting new applications: the UAH 100 million limit for the new stage was used up.
- 22 April. EnergoDim intake was suspended while the programme is adapted to Ukraine Facility requirements.
- 9 June. The government extended to the end of 2026 the use of the UAH 800 million allocated to SvitloDIM.
- 12 June. The 5-7-9 rules were updated: a loan for a solar plant is issued only together with storage, and bank margins were cut.
- 1 September. 5-7-9 borrowers became subject to World Bank environmental and social standards; energy projects and generating units are temporarily exempt.

Instruments for homeowner associations and housing co-operatives
A loan with reimbursement: the main instrument in force
As part of the government’s energy support, the National Development Institution offers homeowner associations and housing co-operatives a loan for generators, solar power plants and heat pumps. The terms stated on the programme page are:

In substance this is a loan with a grant built in: the association repays the bank 30% of the cost of a solar plant or 50% of the cost of a generator. The government statement of 19 February referred to a loan “from 0%”, so the rate for a specific term should be checked against the programme page. Demand is modest so far: according to the government energy support portal, associations had received 15 loans worth UAH 22 million as of 3 July.

GreenDIM: terms and the reason for the pause
The Energy Efficiency Fund programme reimburses associations for equipment on a non-repayable basis: up to 70% for solar power plants, energy storage units and heat pumps, and up to 50% for generators. Ceilings: up to UAH 4 million for a solar plant and storage, up to UAH 2 million for a heat pump, up to UAH 1 million for a generator.
UAH 100 million was earmarked for the programme’s new stage. Intake opened on 18 February and was suspended from 4 April because the limit was exhausted. According to media reports citing the Fund, 250 buildings have been funded under the programme in total, the average project cost was UAH 1.8 million, and no restart is currently planned; the Fund is processing applications already submitted. The programme page says the Fund is seeking additional financing.
Statistics from the previous stage explain the speed: according to the ministry, in 2025 the Fund received 180 applications, 166 of which were completed, with UAH 138.3 million paid out. Applications in this programme do not compete on points: a correct set of documents is reimbursed while funds last. SvitloDIM: UAH 100,000–300,000 through Diia
A simpler programme for backup power: funds for generators, inverters, batteries, battery management units or solar panels. Homeowner associations, housing and service co-operatives and building managers may apply. The amount depends on the number of storeys and entrances.
There are two constraints. The first is geography: according to a government statement of 9 June, the programme was operating in Kyiv, Kyiv region and Kharkiv region, with expansion to other regions only planned; the current list should be checked on the programme website. The second is the remaining budget: as of 24 September, 2,813 buildings had been funded for more than UAH 700 million out of 800 million, and over 4,880 applications had been filed.
Deadlines: equipment must be purchased within 45 calendar days of receiving the funds and a report filed through Diia within 30 working days; both must be completed no later than 20 December 2026. Programme website: svitlodim.gov.ua; description in the GetGrant database: SvitloDIM.
EnergoDim
The comprehensive thermal modernisation programme has not accepted new applications since 22 April 2026: the Fund announced a technical pause to adapt the programme to Ukraine Facility requirements. There is no restart date. Page to follow: eefund.org.ua/energodim.
City programmes: the example of Lviv
State instruments can be supplemented by municipal ones. Lviv offers several levels of support:
- generators of 2.5 kW or more for buildings of two storeys or higher: the city refunds 50% of the cost, up to UAH 200,000;
- solar system components: UAH 10,000 per kilowatt-hour of LiFePO4 battery capacity, UAH 5,000 per kilowatt of panels, UAH 4,000 per inverter, up to UAH 1 million per building in total;
- Teplyi Dim (“Warm Home”): the city repays 30% of loan principal, up to UAH 1 million.
According to a city council representative, about 50 associations in the city have combined insulation with solar plants, and in 2025 the city’s funds ran out by June. Similar programmes are worth looking for on your own city council’s website; government programmes are gathered on the portal energy.kmu.gov.ua.
Instruments for business

- 0% Energy Loan. Up to UAH 10 million for up to 3 years, for generating units only; indicative decision time 5–10 working days. As of 14 September, 940 loans worth UAH 1.36 billion had been issued.
- 5-7-9 energy line. Up to UAH 250 million, including for cogeneration. According to the government portal, 163 loans worth UAH 2.89 billion had been issued as of 3 July.
- Solar generation under 5-7-9. Since 12 June a loan has been issued only together with a storage unit of at least 2.5 kWh per kW of capacity. Sumy, Kharkiv, Dnipropetrovsk, Donetsk, Mykolaiv, Kherson, Odesa, Chernihiv, Poltava and Zaporizhzhia regions are exempt.
- EBRD Energy Security Support Facility (ESSF). EUR 2 billion through eight partner banks. The bank issues the loan; an investment incentive of 10–30% is paid after the equipment is verified.
- EU4Business-EBRD Credit Line. Up to 15% reimbursed under the simplified approach (up to 20% for green technologies), plus 5–15% for veterans and businesses from war-affected areas; no more than 30% in total, with the grant capped at EUR 300,000.
The ESSF portfolio includes an illustrative project: a 7.2 MW solar plant costing UAH 173.5 million, of which UAH 122 million is an Ukrgasbank loan, with a payback of under four years. For a small business a project of up to EUR 300,000 under the simplified approach is more realistic. Access to the reimbursement depends on two filters: the bank’s credit decision and whether the equipment is in the EBRD technology catalogues (GTS or LET).
What earlier rounds show
Grant programmes for associations work as a queue. GreenDIM has stopped twice because funds ran out: in March 2025 and in April 2026, the second time six weeks after opening. SvitloDIM allocated almost its entire budget in eight months. The advantage therefore goes not to the best project but to the association with a meeting resolution and a complete set of documents on the day intake opens.
The credit channel has far more capacity. Under 5-7-9, 27,000 loans worth UAH 119 billion had been issued since the start of 2026 (as of 14 September). The decision is made by the bank’s credit committee, so banking criteria apply: documented income, collateral or surety, no tax arrears.
Associations are reluctant borrowers. Fifteen loans in six months, against 250 buildings funded under GreenDIM and more than 2,800 buildings under SvitloDIM, suggest that for associations the barrier is not the rate but the decision to borrow and the paperwork involved. Boards should take this into account: reimbursement of 70% of loan principal is comparable in size to a grant but requires a general meeting to approve a loan.

Three calculations
Calculation 1. A homeowner association: how combining programmes worked
The 2025 project of the Sunrise Lviv association: a 30 kW hybrid inverter, 40 kWh of batteries and 30 kW of panels, with equipment and works costing UAH 1.6 million in total. The association recovered more than UAH 1 million under GreenDIM, the city’s Teplyi Dim programme covered UAH 420,000 (30% of loan principal), and its own share was about UAH 175,000, or roughly 11% of the system’s cost.

This scheme is not open to new applicants now, because GreenDIM is paused. What the current instrument gives for the same system: on a UAH 1.6 million loan the state reimburses 70% of principal, that is, UAH 1.12 million, and the association repays UAH 480,000, or 30%. If the loan is repaid within a year there is no interest; for longer terms the rate is 5 or 7%. Whether this reimbursement can be combined with a city programme should be clarified with the bank and the city council before applying.
Calculation 2. A manufacturer installing a UAH 5 million solar plant with storage
Route A: a 5-7-9 loan. At 7% over three years, total interest on an annuity schedule is about UAH 558,000; at 5%, about UAH 395,000. Outside the ten exempt regions a storage unit of at least 2.5 kWh per kW is mandatory: it raises the project cost but also resilience during outages.
Route B: a loan from an EBRD partner bank with an EU4Business grant. Under the simplified approach the reimbursement is 15%, or up to 20% for green technologies: on UAH 5 million that is UAH 750,000 to UAH 1 million after installation. The loan is priced at a market rate, so the net benefit depends on the term: over three years a 20% reimbursement usually outweighs the rate difference, while over seven years the advantage narrows.
Conclusion. For equipment in the EBRD catalogues, Route B is mostly cheaper; for tight deadlines or equipment outside the catalogues, Route A is simpler. Combining an EBRD grant with a 5-7-9 loan for the same equipment is usually not possible.
Calculation 3. A small business buying a UAH 2 million generator
Under the 0% Energy Loan over three years the company repays exactly UAH 2 million. The same loan at 7% under general 5-7-9 terms would mean about UAH 223,000 in interest. A zero rate is thus equivalent to a subsidy of about 11% of the equipment cost, with no technical verification and a decision in 5–10 working days.

Typical reasons for refusals and losses
- Paying for equipment before the application is approved. Grant programmes do not reimburse such expenses.
- Paying in cash or from a third party’s account. Payments must go from the account of the association or company to the supplier’s account.
- Missing technical passports and serial numbers. Every unit is checked during verification.
- Equipment outside the EBRD catalogues with no time allowed for a separate assessment.
- A solar plant loan without storage after 12 June 2026 outside the exempt regions.
- Missed SvitloDIM deadlines: 45 days to purchase, 30 working days to report, 20 December as the final date.
- Tax arrears or inconsistencies in the borrower’s financial statements.
Step-by-step plan
For homeowner associations and housing co-operatives:
- Hold a general meeting: record the list of equipment and, separately, the decision to take a loan.
- Check whether SvitloDIM operates in your community and whether the city has its own co-financing programme.
- Approach a participating bank about the loan with reimbursement and choose the term with the rate in mind.
- Prepare the GreenDIM document set in advance so that it can be submitted on the day intake resumes.
- Buy and install equipment only after the decision, and keep passports, serial numbers and payment documents.
For business:
- Collect 12 months of electricity bills and estimate the cost of an hour of downtime.
- Check the chosen equipment models against the EBRD GTS and LET catalogues.
- For a generating unit of up to UAH 10 million, consider the 0% Energy Loan; for a project with catalogue equipment, an EBRD partner bank; otherwise, the 5-7-9 energy line.
- Calculate payback in two scenarios, with and without the grant component.
- After installation, pass technical verification and file documents for reimbursement.

Conclusions
In 2026 non-repayable support for energy independence exists mainly as a component of a loan. Homeowner associations that counted on a GreenDIM grant now have an alternative with a comparable coverage rate, but in the form of borrowing that requires a general meeting’s approval. Businesses choose between a fast interest-free loan for generation and an EBRD loan with reimbursement for catalogue equipment. Common to both groups is the rule of the queue: programme budgets run out faster than overviews are updated, so what decides the outcome is ready documents and the terms in force on the application date.
