Grant for veterans and their families: UAH 250,000 to 1 million for business

The Ministry of Economy, Environment and Agriculture of Ukraine, in partnership with the State Employment Service, has launched a grant programme to support business development for veterans and their families. The initiative is open to individual entrepreneurs, established small and medium-sized enterprises, and individuals planning to launch a business.

Grants range from UAH 250,000 to UAH 1,000,000 and cover up to 70% of the planned project costs. Applications are being accepted on an ongoing basis through the Diia platform until December 31, 2026.

Funding scope and allocation

The grant funding is intended to finance commercial business ventures across Ukraine. Selected recipients receive between UAH 250,000 and UAH 1,000,000, depending on the chosen grant tier and the scale of the proposed enterprise.

The financial support covers a maximum of 70% of the total project expenditure, which requires the business owner to co-finance the remaining portion. Detailed lists of eligible capital or operational expenses are determined according to the individual business plan submitted with the application.

Eligibility criteria

The call is strictly designed for Ukrainian military veterans, their spouses, and family members. It is also open to family members of service personnel who died or went missing as a consequence of the war.

Eligible applicants can be individual citizens intending to launch a business, registered individual entrepreneurs, or small and medium enterprises. The donor does not specify any geographic restrictions within government-controlled territories of Ukraine.

Conditions and requirements

Recipients are required to create new employment positions in numbers proportional to the grant tier received. In addition, the enterprise must maintain continuous business operations for at least three consecutive years after receiving the funds.

Throughout the three-year operational period, the enterprise must regularly pay all applicable taxes and social contributions. If all project commitments and employment targets are fulfilled, the awarded financial aid is fully non-repayable.

Application and evaluation process

Applications must be prepared and submitted online via the Diia portal. The selection process involves a structured assessment of the submitted business plan, an official check of the applicant’s business reputation, and a formal interview.

Practical tip. Align your budget request carefully with the number of new jobs you are realistically able to create and sustain. Because the selection process includes an interview and a formal reputation check, make sure your business plan numbers are defensible and that tax records and legal standing are clear before submission.
