Hotuisia!: up to UAH 1 million for civil society organisations

The Askold and Dir Foundation has launched the Hotuisia! grant call to strengthen the preparedness and institutional capacity of Ukrainian civil society organisations facing emergency conditions caused by attacks on energy and heating infrastructure. The initiative is implemented under the project Strong Civil Society of Ukraine – Driver of Reforms and Recovery, administered by ISAR Ednannia with financial support from Norway and Sweden.

Applicants can request up to UAH 1,000,000, although historically typical grants range between UAH 400,000 and UAH 600,000. Applications are accepted on a rolling basis without a fixed cutoff date and will remain open until the allocated grant funding pool is exhausted.

What is funded

The grant call targets initiatives that enhance programmatic, coordination, and institutional capacities of organisations to operate during war-induced crises. Key support priorities include ensuring uninterrupted, accessible, and high-quality services for target groups during winter threats, as well as strengthening skills to inform, mobilise, and coordinate stakeholders through timely communication.

Funding also covers organisational preparedness to sustain management, security, and operational continuity amid blackouts and disrupted heating or water supply. The procurement of equipment and technical tools is eligible only as an integrated instrument to develop a specific organisational capacity, rather than as a standalone objective. Direct humanitarian aid, including purchasing and distributing food, clothing, medicine, or financial handouts to households, is explicitly excluded.

Who can apply

Eligibility is restricted to non-governmental and charitable organisations officially registered under Ukrainian legislation governing public associations or charitable activities. Eligible entities must be listed in the Register of Non-Profit Organisations with tax status codes 0032, 0036, 0038, or 0039.

Applying organisations must conduct their work within government-controlled territory of Ukraine. Shortlisted applicants will also be required to undergo a formal due diligence verification procedure managed by the implementing partner before funding can be awarded.

Conditions and requirements

Grant budgets must reflect justified organisational needs and align strictly with the stated priorities of emergency preparedness and institutional resilience. While the upper funding cap is set at UAH 1,000,000, applicants are advised to align their proposals with the typical range of UAH 400,000 to UAH 600,000.

Practical tip. Frame any equipment purchases as instrumental components of an operational continuity strategy rather than as the primary grant deliverable, clearly explaining how these tools preserve vital community services during power and utility outages.

How to apply

Project proposals are submitted exclusively in electronic format through the ISAR Ednannia web platform. Organisations must first create an account on the website or sign in to their existing profile to access the application system.

Once logged in, applicants must navigate to the open grant calls section, select the Hotuisia! competition, complete the online application form, and submit the proposal package. Because submissions are evaluated on a rolling basis, early submission is recommended before the total funding pool is depleted.
