GreenDIM: up to UAH 4 million for solar plants and heat pumps

The Energy Efficiency Fund of Ukraine has launched the GreenDIM programme, designed to support residential energy independence and sustainability. The initiative reimburses condominium associations and housing cooperatives for procuring and installing renewable energy solutions and auxiliary power systems.

Under this mechanism, applicants can receive compensation covering up to 70% of eligible equipment costs, with funding caps of up to UAH 4 million for solar power installations or energy storage systems, up to UAH 2 million for heat pumps, and up to 50% or UAH 1 million for generators. The programme operates on an ongoing basis without a set closing deadline, and preliminary reviews are conducted within five working days.

What is funded

The grant mechanism focuses on the acquisition and commissioning of alternative energy sources and backup generation equipment for residential multi-apartment buildings. The funding reimburses up to 70% of the cost of solar power plants or energy storage systems, capped at UAH 4 million per project.

Additionally, the programme covers up to 70% of the equipment costs for heat pumps, up to a maximum of UAH 2 million. For generators, the fund provides reimbursement of 50% of the equipment value, up to UAH 1 million. Commercial installation may be self-financed or paired with governmental energy credit programmes prior to reimbursement.

Who can apply

Eligibility is strictly restricted to homeowner associations, known as OSBB, and housing and building cooperatives (ZhBK) officially operating across Ukraine. The applicant entity must be established and functioning in compliance with national legislation.

Individual homeowners, commercial property owners, and entities without official condominium or cooperative status are not eligible. Applicants must also hold an open bank account with one of the Energy Efficiency Fund’s designated partner banks to receive the compensation.

Conditions and requirements

Applicants must secure a formal decision approving participation in the GreenDIM programme through a general meeting of co-owners or a board meeting, documented in official minutes. Additionally, projects planning solar installations must provide documentation confirming the structural reliability of the building’s roof to bear the equipment load.

The grant is delivered as post-installation compensation rather than advance financing. Applicants are required to procure, install, and operationalize the equipment upfront, submitting photographic proof of the site both before and after project execution, alongside formal expense invoices.

How to apply

The application process begins by drafting the required equipment list, selecting a supplier, and generating an initial cost estimate. Once co-owners approve the project, the applicant submits an initial application package by email to doc@eefund.org.ua, including protocol excerpts, building area data, roof certificates for solar plants, initial photos, and identification documents of the authorized signatory. The Fund reviews these submissions within five days.

Practical tip. Ensure all equipment passports and supplier expense invoices match the pre-approved technical specifications precisely before purchasing, and capture clear pre-installation photographs to prevent delays during the final verification stage.

Following approval, the applicant purchases, installs, and commissions the hardware. To finalize the process, the applicant submits a completion application containing the bank verification certificate, expense invoices, equipment passports, and post-installation photos to the same email address to trigger the disbursement.
