eRobota: grant of up to UAH 16M for processing production

The Ministry of Economy, Environment and Agriculture of Ukraine, together with the State Employment Center, is administering the eRobota grant programme for processing manufacturing enterprises. The call aims to stimulate industrial production, rebuild damaged production assets, and create new jobs across the country.

Under this mechanism, eligible businesses can receive up to UAH 16,000,000 for restoring capital assets damaged by Russian military aggression, or up to UAH 8,000,000 if they commit to creating at least 5 new jobs. Grant support is provided under co-financing conditions, where standard allocations cover 50% of the project budget, with preferential rates available for specific sectors and frontline areas.

Applications are processed in recurring waves, with the current phase active until October 2, 2026, while the overall programme cycle extends through February 26, 2027. All submissions are conducted online via the Diia state portal.

What is funded

Funding is designated for expenditures directly related to manufacturing facilities in the processing industry. Eligible cost categories include purchasing capital production assets such as machine tools and technological machinery, as well as covering the delivery and commissioning costs of acquired equipment.

In addition, enterprises whose primary activity falls under NACE (KVED) 30.30, covering the manufacture of air and spacecraft and related machinery, may utilize the grant funds for working capital replenishments.

The program covers projects up to UAH 16 million when restoring damaged fixed assets, and up to UAH 8 million for initiatives creating at least five new positions. Grant awards themselves are exempt from taxation.

Who can apply

The grant call is open to future entrepreneurs, registered individual entrepreneurs (FOP), and legal entities based in Ukraine. Applicants must hold clean legal and financial records to qualify for public support.

Entities are ineligible if they conduct business operations in the Russian Federation or in temporarily occupied territories of Ukraine. In addition, candidates must not have tax arrears, be involved in bankruptcy proceedings, appear on sanctions lists, or have court convictions for corruption offences.

Conditions and requirements

Standard co-financing requires the recipient to cover 50% of the project budget from their own funds, while the grant covers the remaining 50%. A preferential 80/20 co-financing model (80% grant, 20% own contribution) applies to businesses operating in de-occupied areas, territories of active hostilities, or areas of possible combat as determined by Ministry of Reintegration Order No. 376. This 80/20 ratio also applies to projects restoring assets damaged by aggression, or businesses operating under NACE 30.30 or NACE 18.1.

Projects purchasing Ukrainian-manufactured equipment are eligible for a 70/30 funding model. Successful applicants commit to operating the business for at least 3 years, creating at least 5 employment positions, and paying the required taxes and employee-related contributions to the state budget. Failure to meet these commitments requires full repayment of the received grant funds.

How to apply

Applications must be filed electronically via the Diia portal. The authorized representative must log in using an electronic digital signature (qualified electronic signature of the individual entrepreneur or legal entity director), complete the online form, and attach a standardized business plan before submitting.

Practical tip. Prior to completing your business plan and submitting your online application via Diia, ensure all company tax accounts are fully settled and check whether your production qualifies for preferential co-financing rates such as domestic machinery purchases or specific NACE activities. For pre-submission advisory support, applicants can consult representatives at the nearest branch of Oschadbank or Ukreximbank.

Submissions are evaluated within 20 working days following the end of each intake wave by the Ministry of Economy and the State Employment Center, based on business plan reviews, interviews, and bank reputation checks. Once approved, the recipient has 10 working days to open an account in a designated bank and transfer their share of co-financing before state funds are disbursed.
