Compensation for hiring internally displaced persons in Ukraine: one minimum wage a month per employee
The State Employment Service of Ukraine offers direct compensation to employers who hire internally displaced persons (IDPs) during martial law. The programme aims to encourage job creation and ease the labour market integration of displaced citizens across the country.
Under this initiative, businesses receive monthly financial compensation equivalent to one Ukrainian statutory minimum wage per employed displaced worker. The programme operates without a fixed single application deadline, accepting submissions on an ongoing basis within set post-hiring time limits.
Assistance is disbursed for up to three months under standard terms, and up to six months for hiring persons with disabilities or for employers operating in designated active or possible combat areas.
What is funded
The grant provides financial reimbursement for labour costs incurred by the employer. The exact compensation amount equals one statutory minimum wage per month for each formally employed internally displaced person.
The duration of support depends on the employee profile and employer location. Standard cases cover up to 3 months of employment costs, whereas hiring an IDP with a disability extends compensation up to 6 months. Employers operating in areas of possible or active hostilities, as officially listed by the Ministry for Communities and Territories Development, are also eligible for up to 6 months of reimbursement.
Who can apply
The call is open to Ukrainian businesses, including small and medium-sized enterprises (SMEs), legal entities, and sole proprietors (FOPs). The applicant must be a private commercial or non-governmental employer operating legally in Ukraine.
Budget-funded institutions and state social insurance funds are strictly excluded from participating. The hired worker must be officially registered in the national IDP registry as having relocated due to hostilities during martial law.
Conditions and requirements
To qualify, employers must meet several tax and regulatory requirements. The entity must be registered as a payer of the unified social contribution (USC), maintain up-to-date USC payments, and have submitted their latest mandatory tax reports reflecting accrued income and contributions.
The employer must guarantee an official salary that is not lower than the statutory minimum wage for fully completed working hours. Additionally, the application for compensation cannot be filed immediately upon recruitment; it must be submitted no earlier than 5 calendar days and no later than 6 months after the official hiring date.
Practical tip. Ensure your tax reporting for the preceding reporting period is fully processed and the employee is officially recorded in the IDP register before applying, as the Diia platform and employment centres cross-check these databases automatically.
How to apply
Applications can be filed online through the Diia state services portal or offline at a local branch of the State Employment Service. In cases where the online service undergoes technical updates, submissions can proceed via the State Employment Service portal or by emailing the local employment centre directly.
For the online submission, applicants log into their account using a qualified electronic signature (QES or Diia.Signature. Corporate executives must use a QES containing their enterprise EDRPOU code. After entering the employee details and settlement account information, the application is signed electronically and processed within 5 business days without service fees.
