The submission deadline is the point after which the system stops accepting proposals and closes automatically. In EU calls it falls at 17:00 Brussels time, and no technical or otherwise valid reason allows it to be extended on an individual basis.
A deadline in EU calls is not "end of day". Every submission closes at 17:00 Brussels time. Convert that to your own time zone well before submission day, not on it.
The system closes itself
Submission stops automatically. An unfinished draft stays a draft: only a proposal you managed to confirm in the system counts as submitted.
Technical problems on your side are not grounds for an extension. Which is why the official advice is to submit early: you may re-upload as many times as you like before the deadline, and the last submitted version replaces the previous one.
A deadline can move – but not for you personally
The director-general responsible for a call may postpone a deadline by up to two months and shift the opening date by a month either way. That is a decision about the call as a whole, not a concession to an individual applicant.
The practical consequence: watch the call page on the portal right up to submission – a date in a guide or a presentation may already be superseded.
Cut-offs are different
Some calls stay open continuously and have cut-off dates: submit any time, and everything received by a given cut-off is evaluated together. Missing one does not lose your proposal – it moves to the next session.
